A failed supply line is Category 1. A sump failure carrying groundwater is usually Category 2. River or storm flood water is Category 3, which means affected porous materials come out rather than being dried. The source is established before the scope is set.
Water on a basement floor climbs the drywall from the bottom plate by capillary action. The damage line on the wall is always higher than the water line on the floor, which is why a flood cut is made above the moisture, not at the tide mark.
Below grade means cool surfaces, high humidity and no natural air exchange. That is a hard drying environment, and it is why dehumidification matters more here than air movement alone, and why cutting the equipment early is what causes a mold callback.
04 Local Conditions
In the post-1970 subdivisions through Clifton Park, Malta and Halfmoon, the usual cause is a sump pump that failed during heavy rain or a power cut. Those basements are almost always finished, so the water lands in the most expensive room in the house and is often not found for a day or two.
In the older stock, the causes are different: foundation seepage through stone or block walls, failed or absent perimeter drainage, and hillside stormwater running downhill into the lowest basement on the street, which is common through Troy. Along the Mohawk in Schenectady, spring ice-jam flooding brings river water into low-lying basements outright.
