Article 32 keeps assessment and remediation separate
New York Labor Law Article 32 has been in full effect since 2016. It licenses mold assessment and mold remediation as separate roles and prohibits the same company from doing both on the same project. Abate Pro performs remediation. Your assessment and any post-remediation clearance should come from an independent licensed assessor, and a contractor offering to do both on one job is not complying with the law.
A mold project is more than ten square feet
Under Article 32 the licensing requirements attach to mold projects covering more than ten square feet. Below that threshold, and for a property owner working on their own property, the rules work differently. Above it, the work is regulated and the licence matters.
Containment before removal, every time
Disturbing growth without containment spreads spores through the rest of the building, which turns one room into a whole-house problem. The work area is isolated and held under negative pressure with HEPA filtration before any material is removed, and the air is exhausted outside the containment.
Without the moisture fix, it comes back
Mold is a symptom. If the roof leak, the failed sump, the unvented crawl space or the condensation problem is still there, growth returns on the new material. Identifying the moisture source is part of the scope, not an add-on.

Where mold shows up in this region
Two conditions drive most Capital Region mold work. The first is winter: ice dams on under-insulated older roofs push water back under the shingles and into wall and ceiling assemblies, where it sits unseen through the cold months. Attics are the other half of that story, where warm moist air escaping the living space condenses on cold sheathing.
The second is below grade. Vented crawl spaces without a vapour barrier, finished basements built tight to a slab, and stone foundations in pre-1900 buildings all hold moisture through the humid months. That growth is usually in the floor system or behind finished basement walls long before anyone smells it upstairs, which is why so much of it is found during a real estate inspection rather than after a leak.

When is professional mold remediation required?
Under Article 32, mold projects covering more than ten square feet fall under the licensing requirements. Size is not the only factor, though: the material affected, whether the occupants are sensitive, and whether the moisture source is still active all matter.
Should I get an assessment first?
For anything beyond a small surface spot, yes. An independent assessment defines the scope in writing before remediation starts, which protects you from paying for more work than the situation needs and from a scope that stops short.
What commonly causes mold here?
Roof and ice-dam leaks, plumbing failures, basement and crawl-space humidity, groundwater intrusion, poor ventilation in bathrooms and attics, and materials that were left wet after a previous water loss.
Can you just spray or fog it?
No. Spraying a biocide over growth on porous material kills what it contacts and leaves the material and the moisture condition in place. Affected porous materials are removed, remaining surfaces are HEPA vacuumed and cleaned, and the moisture source is corrected.
How long does remediation take?
A contained single-room project is often a few days. Larger projects, whole attics, or jobs where the moisture source needs correcting first take longer. The independent assessor’s scope is what sets the schedule.
